Traditional Chinese Turned Into '?'

We wanted to send out a mailing in both English and Traditional Chinese languages.
We have already selected 'Unicode (UTF-8)' for Charset.
However, the Traditional Chinese characters turned into '?' after sending out.

Please kindly help. Thanks.

We have users in China who use OpenEMM. Maybe they can help. My hunch: Have you installed the character set and is your browser set to UTF-8?
