Not working: Send mails under WIndows

Hi,
I installed OpenEmm 6.0.1 like on openemm.org described under windows 2003.
So far almost everything is ok. I can login and configure Recipients, Mailinglist, etc. But neither Admin-Mails nor any Mails are being send through openemm. I searched the whole forum for a clue, but found nothing.
OpenEmm, Python, MySQL Module for Python, Java - installed
Server: WIndows 2003
COnfig:
redirection Server: http://servername:8080
mailloop: http://servername:8080
smtp relay: -
The files in the var/spool/queue folder shows:
I also tried a smtp-relay, does not work also.
ON my server the smtp-service does not start because oppenemm blocks the Port 25.
