Mailing will not send

Hi -
Getting a strange error message when attempting to send a mailing
Interestingly the delivery time displayed on the send mail dialog is using Europe/Berlin time. The time matches the time zone altered system time. If i change the delivery time to a later time (say 1 hour or 15 hours later) it still will not send. If I change the delivery a full day ahead it will allow me past the error.

The machine I am on is set to use the UTC as system clock and set to update with ntp. I am in the Pacific time zone -
You choose a time before the current time.
