Uploading Images not working

Attempting to upload images from the "picture components" does not seem to load correctly to the server. When I select an image and hit upload, it appears in the "picture components" screen but when attempting to insert the image using the HTML editor, it appears as a broken image link in the selection box. The file name is available in the drop down selection but the image is not visible.

Any suggestions as to where I should start to look for the issue?
