Tomcat help

I'm going through the installation steps for installing OpenEMM on Ubuntu 14.04 that was created as a VM and I'm stuck at the section for this section of Tomcat: "Check for Tomcat installation screen: http://localhost:8080 (URL for browser or using wget)"
If I type wget http://localhost:8080, I get this error message: "Connecting to localhost (localhost) | 127.0.0.1:8080... failed: Connection refused."
I try entering the URL in the browser and I get: "This webpage is not available."
Not sure what to do, I decide to stop it ("bin/shutdown.sh") and this shows up:
Using CATALINA_BASE: /opt/openemm/tomcat
Using CATALINA_HOME: /opt/openemm/tomcat
Using CATALINA_TMPDIR: /opt/openemm/tomcat/temp
Using JRE_HOME: /opt/openemm/java
Using CLASSPATH: /opt/openemm/tomcat/bin/bootstrap.jar
bin/catalina.sh 421: bin/catalina.sh: /opt/openemm/java/bin/java: not found
I installed OpenJDK 7. Is this the reason I'm having these problems? Any help would greatly be appreciated, especially if it includes on how to fix this and what to do.
