Import does not work with 5.4.0

We have created a UTF-8 CSV file with around 6000 datasets with the following columns:
Vorname;Name;Emailadresse;mailtype;gender
The file uses ; as separator, but no text charakter identifier.
The import works well up to step 7, but nothing is really imported?
We also tried to import with ISO 8859-1 and -15 - same problem.
Note: the same problem occurred with version 5.3.2 already.
Can anybody help?
