Bulk action doesn't have bulk upload feature?

Seems odd to me this platform would have other bulk action features such as bulk update and bulk download, but not bulk upload? I've seen it spoke about in the forums previously that it was possibly a CSS issue and not visible but I daily use OpenEMM 2015 R3 and would love to have the bulk upload feature. Any help or info on this?
