mail not getting through spam filter

HI All
Using OpenEmm some times my mails are getting delivered, but most of the time they are not. My IP address is a dynamic one.
Here is the log message:
...............................................
[28.08.2008 15:06:32] 2588 INFO/00000B00000000004: Hardbounce 553: Mail from 75.185.17.22 not allowed - 5.7.1 [BL21] Connections not accepted from IP addresses on Spamhaus PBL; see http://postmaster.yahoo.com/550-bl21.html [550]
[28.08.2008 15:06:35] 2588 INFO/00000B00000000006: Hardbounce 550: 5.7.1 [75.185.17.22] The IP you're using to send mail is not authorized
5.7.1 to send email directly to our servers. Please use the SMTP
5.7.1 relay at your service provider instead. Learn more at...
...................................................
Which possibly means my mails are getting caught by spam filters.
Can any body suggest me how should I proceed.
Is getting static IP the only solution? And even if I get a static IP from my ISP will that be sufficient?
Is there any way to connect to different SMTP server other than the one used in OpenEmm?
Please suggest.
