what could be the reason when "Install or update package from AGNITAS Website not available".

Which version do you use right now and which version do you want to upgrade to?

runtime: 21.04.100
openemm: 21.04.000.124
manual: 21.04.461
new-release-runtime: 21.10.000

I want to upgade to the most current version: OpenEMM 22.10: 22.10.000.222

Is there a reason why the update is not available?

You should first update to 21.10, then 22.04 and finally 22.10. You should not skip an upgrade because each upgrad,es updates the database schema and converts data in the database. Therefore, you should start at least each version once to trigger this process.

When I started using openemm I always used the"Install or update package from AGNITAS Website" update process. Right now it say "not available". Is there something I can do to fix this?

You mean you use runtime 21.04.100, open the menu "Install or update package from AGNITAS Website" and get response "not available"?
