may I learn from you that is it possible to control the smtp delivery frequency for certain domain?

such as:

5 con-current smtp session to @example.com domain, and delivery 100 newsletter per 10 minutes?

is this possible in OpenEMM or via sendmail config??

No, there is only a global configuration per mailing, available via parameters blocksize and stepping.
