I am following instruction to change localization setting.

first there is no Settings menu in the app.
then when I looked for the property files, there is no htdoc under /home/openemm/webapps/openemm
what is wrong with my installation?

The comment you linked to was for an old version of OpenEMM. Which version of OpenEMM do you use?
