I have a consumer internet account ( no access to the port 25 ).
Can I use openEMM on it?

No. Sendmail needs port 25 to send out mails.

I can send email through my isp provider on port 25.
My isp is blocking incoming traffic on port 25.

If port 25 is blocked for incoming traffic Sendmail can get no feedback from remote SMTP servers indicating whether a mail could be delivered or not. So, you need por 25 open for both directions.
