When importing blacklist recipients from a CSV file, is it required to go through two steps?
1 - import the CSV as normal recipients
2 - import the CSV again using Mode: "Add recipients to blacklist"?
Is my understanding correct?

No, you can use import mode "Add recipients to blacklist" (just one step).
