upload of new components not possible

I am running OpenEMM 5.0.2
In the templates area, under the menue "Picture components" I can see the"New component:...Add" area only when I log in as the original admin who set up the system.
All othe users, even if they have ALL user rights (including full admin-rights) never get this option and thus cannot upload any images. All tehy ge tis the "Delete" button. Can anyone help?
