is there a way to send less emails / time intervall (smtp)

I have everything setup and i have send some emails using server internal smtp. Something i'm not 100% sure is :

1)i have disabled sendmail and i'm wondering if this is enough for openemm 6.1 to use the internal smtp server.
2)if sendmail is disabled, does it use picklist.py or only semy.py
3)how can i have it sending less emails e.g 1email per second

the vps queue is having trouble sending so many emails at once so i need to slow it down. Also my emails were stuck propably in a queue and even if i delete the old mailing and create a new one , no emails are send at all, so i need info what files or database entries to delete to completely empty the queue. The server email queue i check it and its empty

This feature is on our roadmap for version 7.0 (2011). See public roadmap at http://www.openemm.org/roadmap.html .
